thank you very much epck.
it doesn't sound to bad,
neccassary reagents (o-pathalic acid, hydroxylamine, Co(OAc)2) are easy to come by , yields are high(92%), and reaction time very reasonable(~2hours), it looks as though the m-chlorobenzoic acid can be skipped and air can be used in place of pure oxygen (with a corresponding decrease in yield of about 10%, although i wonder if increasing reaction time would remedy this)

i also wonder if replacing MeCN with another aprotic polar solvent (e.g dmf) would give as good of yields.
