Yeah. I think a strong drug movement could come into play with the tea-party as well. Right now people are hell bent on liberty and protesting -- It would not be hard to show the danger the war on drugs has to our liberties + the liberals, george soros, etc would climb on bored with that movement as well. Seems like a lot of things could be done if it were executed right -- shirts, bumper stickers (Fight for liberty: end the war on drugs!), protests, etc...

The real problem with most movements is, that it cannot focus on a single topic -- proportionally not enough people will care about it or be for it.
To fight the war on drugs.. one might also want to incorporate how teachers can't use certain and very simple chemicals (toluene, KMnO4, etc) in the school -- make this a complaint that it is stifling education...
Also maybe talk to chemical supply places, manufacturers, and so on -- as a grass roots movement, it needs to have really strong roots, as it is very hard to dislodge something such as the war on drugs, DEA, etc once it has become something people generally except, and is a multi-billion dollar entity.
