i personaly was thinking p-chloro,bromo, or nitro phenmetrazine
all of those would be more potent than the parent and legal too
and easy on the cardiovascular to boot.

No the p-chloro phenmetrazine is weaker than the parent. The one you want is the m-fluoro phenmetrazine, see WO 2011/146850
