It's being prepared by conversion of alkalic cellulose with monochloricacetic acid or the sodium salts of monochloricacetic acid.
It's soluble in water, not in organic solvents.
It finds uses in LOADS of household applications.

The chemical structure consists of a cellulose molecule with CH2COONa attached to it.

I believe it's also used as a thickner for food. A big user is McDonalds for their shitty milkshakes. Also, the drool in the Alien movies was the same stuff.

could it be used to plasticize PETN or RDX ?

Plasticize as in putty?

No.

It's a thickner for liquids. KY sex lube uses it to make it slimey. If you want a moldable putty like C-4, you'll have to use the other things discussed here.

I have used that sodium carboxymethylcellulose(Na CMC) in formulating dry mixes in one of my previous jobs.It comes in two distinct grades low viscosity which is good for stabilizing emulsions. And The high viscosity, used as thickener;however these cellulose gums are not efficient thickeners, because they are pH sensitive.
Xanthan –guar gum blend is better both for edible(food) application or in emulsion explosives because it is less affected by acidity.
Try using CMC in tovex explosives, and you will end up with a fluid mass.
