Interesting!

Things I noticed:

The frag density seems quite sparse, almost as though they haven't quite got enough to go around, so had to spread them out a bit. Also, those long nails might be better replaced with a double row of ones half the length. There'd be more projectiles and they'd probably bend less, making penetration more likely.

Unless I was working with a limited amount of explosive, I'd use plastic bags of explosive stuffed into the frag pockets, or filling the briefcase. Simpler, more effective, more reliable and no AP in metal pipe threads!

Not sure what batteries they're using for the vest, but I'd be concerned with the briefcase whether the phone battery could produce enough current for all those electric ignitors, reliably.

It appears that those vests are custom made rather than adapted for the purpose. They've certainly done a good job on them!
