My question is: can hydriodic acid be used to produce Acetone Peroxide instead of HCl or H2SO4? Or could HCl be prepared in a somewhat similar way to HI, that does not use H2SO4? I do not have H2SO4 right now/yet that is my big prob. My t.n.p. is on hold cause i dont have any. I got 5 lbs. of KClO4 though. do you think i could make a TACP out of that (tetramine copper perchlorate) in a similar fashion to TACC?

Yes it has to work for TACP!
And no HI won't work for CTAP since HI is reducer and with H2O2 you will get I2 and H2O.
2HI + H2O2 -->I2 + 2H2O
