In theory it can be made by chlorating ethane : H3C-CH3 +CL2=H3C-CH2Cl + HCl, this reaction must be caried out under high pressure, ultraviolet light(may be optional). Some chemical that absorbs the HCl is needed!
method 2: By reacting ehtene with HCl: H2C-CH2 + HCl=H3C-CH3Cl (it needs high temperature, high pressure and catalyser).
method 3: By reacting ethyl alcohol with with HCl: C2H5OH + HCl=H3C-CH2Cl + H2O, it needs high temperatute, pure(concentrated) ingredients (HCl and alcohol). I've never tried one of these processes...

Bubble dry HCl gas through absolute ethyl alcohol till saturated at room temp, and then distilling.
Pure ethyl chloride boils at 51.8 F (11C) and is a clear, colorless, limpid fluid.
