I was reading in this old science book at the libray and it decribed a arc cutter that
could cut through 2/16" of steel like a thick tin can, but the thing is that it ran off a 6 volt dry cell. But the instructions to make it where missing (well it and the rest of the book and the cover so i don't knoiw what it was named) but it sounded cool
so any one know how to make one of these? Imagin welding locks shut with it or that stuff. So any body got any ideas?

It sounds like a "carbon arc" cutter, which creates a carbon plasma which is tremendously hot and can cut through most things with ease. Instructions for building these are easy enough to find.

uh a carbon arc cutter would drain a 6V lantern battery almost instantly, along with the high voltage needed the thing would need an insane amount of amperage.

That's right. They are similar to welders in that they use high amperage and low current in order to generate the vast amounts of heat required to melt steel. You would need a small car battery to have any hope of making a portable one, as the high A/low V is used to drive the starter motor. It'll still drain in no time, though.
