Drop Pops

I was wondering if anyone knows how to make drop pops. They are some granules wrapped in tissue paper and when you throw them down on the ground the make a high pitched noise. There called noisemakers at the end of Big Daddy (the movie with Adam Sandler). I know they are pretty lamo but if anyone could tell me how to make them it would be appreciated.

It's one singular grain of gravel coated with silver fulminate wrapped up in a little pouch of tissue paper.
