That chap in New Zealand, Simpson, did have a very interesting website. It is offline unfortunately, but I did browse it numerous times before. He basically stated that with common computer components interfaced with GPS and model airplane control systems and simple gyros, you could have a basic guidance package for a cruise missile. Bodywork could be simple sheet metal or GRP.
USE
The hardest part would be propulsion, and he was developing a simple pulse jet called the X-jet. I would go simpler and look toward the very basic pulse detonation engine of the V-1 of Germany from 1944 onwards.

Alltogether an interesting topic...I can forsee certain organisations using vehicles like these in the future. particularly if the payload was not explosive, but some form of 'dirty' NBC payload.
