This document was electronically translated in 1998, using a Russian software. This accounts for its roughness. Today's translation software produces a smoother reading document.

It reflects security training from the 1980s, when Estonia was under the Soviet Union as a Republic of the Union of Soviet Socialist Republics (USSR). In 1991, the USSR broke apart, and Estonia again became a soverign nation. Many of the Russians stayed, and former security men would have trouble finding employment in the new government -- they were not ethnic Estonians, they were Russians!

This created a manpower pool for private security and for the mafia.

This document has lots of good ideas for personal and small business security, but it is dated. It refelcts state of the art 1980s training and practice. As a basic document for personal safety practice, there may be some good ideas in it. Other ideas you might want to leave at home....

I wouldn't suggest packing heat, for example. It depends where you are in the world, but for most of us, that would be an immediate legal problem.

When you read it, you will have to do some mental editing. The translation is rough, and I never went back to edit the book. The project was too large with other pressing life matters at hand. Still, it is a fascinating read, and if you want to write accurate action novels -- here's a role model.
