Does anyone know what department I have to contact in Pennsylvania to to get an application package for License to Deal In or Manufacture Explosives?

For state and local you need to probably need to check with the state police or the fire marshal's office.

You will need a Federal license first. Go to Larry Hubers website first http://www.legalpyro.com/resources/resources.html.

He's got the whole deal there: copy of the orange book,
licensing checklist, directory of state laws, etc. This will save you days.
