It's called ass covering. Nobody wants to admit something like that, so they generally cover it up to a degree. Of course it's inconceivable that 'terrorists' would sneak in after the raid and pull out their buddies corpses while putting in some civilians who don't tow the party line. By the time anyone got around to checking the corpses would be buried and have rotted.

Quotes from the above-sited AP blurb: "The videos do not provide proof that 60 children died in the operation..." and, "It was impossible to verify conclusively that the videos showed the aftermath of the Azizabad attack..." not to mention, "U.S. special forces and Afghan commandos carried out the operation." (bold, italic, underscore mine).
