View Full Version : ATF Explosives Manufacturing License: Obtaining a State Water Pollution Control Certificate

Hi All. One of the new requirements for obtaining an ATF explosives manufacturing license is to "submit the certificate required by section 21 of the Federal Water Pollution Control Act, as amended (33 U.S.C. 1341) [18 U.S.C. 843(b); 27 CFR 555.49(b)]."

This is directly from ATF Federal Explosives Law and Regulations (2007) (http://www.atf.gov/explarson/fedexplolaw/2007edition/index.htm), pretty much THE document that details specific requirements for explosives licensing.

This certificate is issued by the State in which the explosives operations will be carried out, and is submitted to the ATF along with The Explosives License Application Form (http://www.atf.gov/forms/pdfs/f540013.pdf), fingerprint cards, photos, etc.

How to obtain one of these certificates for the State of Texas? Surely there's a Texan on The Forum that has done this before...what organization did you work with? Where can I find the application form?
