Spiked "jacks (?)"

Not exactly sure what they're called... But I'm referring to those spiked things you see cars drop in movies that look like large jacks that are used to pop tires. Does anyone know a good way to make these, or can anyone at least give me their proper name so that I can search for them online?

There's another thread open in the improvised weapons section called "Caltrops and other impediments to movement". This is discussed in exquisite detail and there are diagrams of some improvised, easily made "Jacks" posted there.
