does anyone know if urea freebase or urea salts are soluble in nonpolar solvents such ass pet ether?

Salts are never soluble in petroleum ether, for all practical purposes.

You should be able to find the solubility data of urea freebase in non-polar solvents by using the search engine here, google or chemfinder.com
