Do any of you bees know if the methoxy in 1-methoxy-2-propanol can bee refluxed with phenyl and then distilled to extract phenyl-2-propanol?

No, that's not possible. I haven't heard of a chemical called "phenyl" btw. It's a group just like "methoxy" and is always attached to something else. Methoxy groups don't make good leaving groups, so they're hard to substitute with other groups.
