They are available since they are "public domain". This makes that only the OLD issues are available, not the new high-tech editions. However, SWiM finds them most interesting.... ;) Also, think twice before you start downloading all volumes. Speed isn't great, transfers are often interrupted and ftp access is not 24/7. However, if you are not a computer n00b, you'll find alternatives... :)

The page mentions if a journal is free or not (free in most cases). Sometimes, you are redirected to a website named "Wanfang Data" and you have to register a username if you want access to the abstracts or fulltext articles. Problem: the subscription page is only available in Chinese (while the journal TOCs are usually available in English as well as Chinese), so there will be alot of sweat and tears if you don't master the language  ;) .
