Why is it that every new person comes on here asking for EVERYTHING over the counter, just face it not everything can be OTC, although it would be handy.

For starters, something like dichromate salts, look at the msds documents, they are very toxic, swim has never seen otc dichromate salts of any kind.
And as for chromic acid, it can be used for textile printing but once again look at the msds, the hazchem codes etc, there are many safer alternatives for the same purpose therefore you will not find the dangerous one OTC.
