Ketamine HCl from Intermediates

Given hydroxylimide and a "foreign alkali", what would be a useful method to produce Ketamine HCl?

Just to add some info (and bump the post), hydroxylimide is C13H16ClNo <- Same as Ketamine. However, hydroxylimide is listed as a straw yellow powder.

A certain pharmaceutical source might have supplied the intermediates (hydroxilimide, hydroxylimide HCL, and foreign alkali) of Ketamine when asked about Ketamine.
