Title: Etorphine Scheduling Question

I noticed that on the DEAs list of scheduled substances Etorphine, a 1000x morphine opiate, is only illegal when not existing as an HCl salt.  Why is this?

it is unstable in its fb form or no one shhips as is.
1000x - use it on elephants - try it it but you better have micro/nano gram scales. may as well get some naltrexone and have a buddy watch you stop breathing and stick a nor-epinephrine neddle in your heart and make for an evening of light enjoyment
