President Juan Manuel Santos unveiled a plan on Tuesday to overhaul Colombia’s strategy against drugs. It aims to bolster voluntary coca eradication, replacing aerial spraying of the crop, which had been backed by the United States. Mr. Santos said growers who abandoned coca would get help to support alternative crops. He said in May that he was ending aerial spraying, after a research arm of the World Health Organization reclassified the herbicide used as a probable carcinogen.
