Does anybee know if this has any good uses other than a pool sanitizing chemical?

Isn't that the monosodium salt of trichloroisocyanuric acid? The latter is a well-known oxidant for alcohols to aldehydes and ketones. See TFSE and my page for uses of it if it is indeed a synonym.
