IPA/Wacker detail questions

After much searching and numerous efforts, swim has yet to gather certain details regarding the wacker using ipa.  If any viewers with experience could answer a few questions, much appreciation would be in order.

 1:  looking at the most current and oldest posts, there seems to be no decision on whether water is required in the ipa wacker.  One post suggests 9ml H2O per 50g alkene.  Another says anhydrous.  Does anyone have a definitive answer?

2.  Is it useful/effecitve to use CUCL vs CUCL2 ?

3.  After several runs, using 99% IPA, pure O2,  approx 5 ml H2O, 50 ml alkene, 1 g PdCL2, 3 g CUCL2, shake 30 min, , purge, heat ( 48-50 C) 30 min,  repeat 5 x,  the O2 uptake was minimal,  (2- psi approx) in the first 5-7 hours.  Continued for 12+ hrs where more uptake occured  (total 60 psi). 
 Question:  what is considered  "enough"  O2 uptake, and should it be occuring in the first 4 hours as suggested many times?  IF not in the first 4-6 hours, should rxn be continued until a certain threshhold O2 uptake takes place?
