Ye might as well find a real chem supplier and have an 'Earth mother'-looking female friend go in there and get it for you. KOH is not a big deal. You are making liquid soap. Heck, buy some sodium laureth sulfate and whatever else and really make some soap..
Arts and crafts stores tend not to carry soap making supplies. Perhaps inquire at a local weekend flea market which might harbor a homemade soap peddler or something..
