You shouldn't need to convert TBAC to TBABr. TBAC will substitute for TBABr in just about all cases. PTCs normally transport anions into an organic phase - so during a PTC reaction the Br- anion will be substituted by the anion which is being transported.
Yes - If you refluxed TBAC with xs HBr [or even NaBr] then this would convert to TBABr. But remember these quarternary ammonium salts are hygroscopic. They have a tendency to absorb water from the atmosphere. It is difficult to remove all water from them when trying to separate them from water.
