Diethyl Amine (cas# 109-89-7) is most likely watched since it's vital for making certain things and cannot easily be manufactured. Happily, one of the uses of DEA is to produce the solvent Diethyl Formamide (cas#617-84-5). If you examen DEF's structure, it's the condensation product of Diethyl Amine and Formic Acid. Now , the trick is to add a stronger base than DEA itself! In this case Sodium Hydroxide. The reaction is thus:
(CH3CH2)2OCOH + NaOH -> (CH3CH2)2 =HCOONa + H2O
HCON(CH2CH3)2 + NaOH __> HN(CH2CH3)2 + HCOO-Na+
OFF! brand insect repellant contains roughly 23.80% N,N-diethyl-meta-toluamide which can be fractionally distilled and hydrolyzed with 6 N NaOH by refluxing for 6 to 12 hours to yield 3-methylbenzoic acid and some diethylamine, whose conventional abbreviation is NH(Et)2, not DEA, by the way.
Acid hydrolysis (6 normal as well) would also work.

Geez, those are some mighty wimpy bugs you got down there. I use 100% DEET insect repellent.
