How can one tell the difference between H3PO2 and H3PO3 if both where dilluited with water? Doesn't H3PO2 react with I2 at room temperature?

Yes, but the reaction is not fast due to the I2 solubility in solution. Give it sometime.

H3PO2 is oxidised with hot sulphuric acid forming sulphur.
