Where - in the world - is it possible to easily get import (manufacture, pharmacy) licenses for otherwise heavily restricted chemicals (or better yet, where is it legal for a non-DEA cert. lab to have schedule 1 compounds)?
Not having a law on the books might not be good enough, having the government specifically give permission to act as a pharmacy as well as manufacture would be preferable.
I will keep searching around, when I find the answer... I will post a comprehensive list. IF you find out, or already have done this research - share your results.

The Netherlands is a hospitable first world country for someone interested in doing thing sort of thing, not many hoops to jump through and they are easily jumped. One would have to be active in the community, and not just sit in the lab all day though. Imagine that, a social reputation is required.
