In general cacti are very easy to germinate and grow from seeds, a simple setup would involve a small box or dish that has a lid that can fit over it to create humidity, I use a fish tank with plastic wrap covering the top and holes poked in it to allow air circulation.
You can use any kind of soil, miracle grow soil is just fine; you may want to use an anti-fungal and buy DE to prevent gnats, if you do spray the anti-fungal on top of the first layer of soil and lay down the DE as well. Once your soil is down sprinkle your seeds on top of it, then coat them with a very, very thin layer of soil on top of the seeds.
You may want to use something similar to playground sand as it will not grow mold. Use a mister to dampen the soil, do not spray water directly on it but dampen it all with a simple mister, you can purchase one at walmart very cheap.
Depending on type of seed it will germinate anywhere from five or more days depending on conditions.

For best results keep the soil warm and in indirect light, you may want to use a heating pad, like they do for iguana cages.
