How does the law define Tobacco?

I was wondering, does it consider the entire genus nicotiana tobacco, or just nicotiana tabacum?
It doesn't really seem to specify, at least I cant seem to find a source that says if genus or species.

I wonder if selling Rustica or Sylvestris smoking products would be profitable, since you might be able to by pass the "tobacco" laws, assuming they are referring to Nicotiana tabacum.

I'm probably just dreaming, but it seems like it could be a slightly good idea.

I think the law only defines the tabacum specimen. I will look up Irish law soon - the rustica tobaccy KICKS ASS. I can only smoke  2 rustica instead of 25 tabacum, but chain smokers will puff heartily away :)
