I am fairly positive 2c-h is legal in portugal. I am unaware of the legislation on this chemical for spain but it is a common precursor to many illicit drugs known worldwide so I would venture a guess that its illegal in spain.

If not known Portugal have decriminalized the use of all drugs

In Spain the use of any drug only makes you to pay a  fine of 300 € if taken in a public place, however to sell them is a criminal offense. In Portugal the law has to be similar.
