Anything is possible, you can test the idea yourself with a test package. of an empty box, or something like a stuffed animal inside. Might have to drive a ways to make the test realistic and give yourself time to pick it up.

If you can find some local business that you know for a fact does not have an Aldrich. etc. account (call and ask about the status of "your" account, perhaps?), and misrepresent yourself as a representative of that company to the USPS, UPS, whoever... you could open an account and overnight orders so that they would arrive when the company is closed for a holiday or some other reason, so there'd be no funny P.O. box business, and you'd still get to pick up orders at the shop... a lot more elaborate, but you would be golden with the right information like that...

do shops/offices have cctv? just a thought.. been camera shy n that.

Assyl, nice idea, sounds like a pretty standard fraud to me. to be critical its been done for other goods, it could be leaving one wide open to fraud squad attention (or whatever theyre called on other side the pond)

Chemical Suppliers collaborate and use sites like http://www.chemwatch.net/ to inventory and track chemical sales.

Depending on what it is, if you had an account with a smaller supplier that orders their stock from the big boys who don't sell to individuals they could 'special order' it for you & it'd technically just be one more item on their order logs with the big companies. Obviously there are limitations but as a private research entity I have utilized this process to have smaller companies get items from Spectrum, Fischer, etc. This is probably best for smaller quantities of items that won't raise the eyebrows of your average mom & pop type science store, but for what it's worth I've noticed that some of these smaller companies actually enjoy the challenge of sourcing the occasional hard(er)-to-source reagent for their clients.
Just my $0.02- comments, comparisons, experiences, & critique are obviously all welcome.   :)

for large scale suppliers that require verification, usually wont ship to my country. I use a reshipping service in canada which receives the package and in turn sends it to me. other methods mentioned here also seem to be the best option if your looking for something free. but a reship service is the way to got in my opinion

and an import broker to make it look more official.
the lean ones don't ask too many questions i found a place in san francisco that asks no questions and will just sell about anything you want.
my next item on my wish list is 3 methyl-1-(2-phenyl ethyl)-4-piperdone the feds forgot to schedule that as a list chemical oppps.
i found it for about 100/gram.
