Hello fellow bee-lievers! It's great to finally have access to a site like this, even if I never actually get around to taking part in the chemistry.

1-I really wouldnt worry about degrading since you're in a cool climate. (Assuming alaska or northern canada) it might even store better than down here!
2-I think around 500-1000mls should bee alright. If you're a hobbist doing around 1 or 2 runs will keep you going for a while.

You should be alright if you store it appropriately. Be mindful of the fact that, while its expedient and an economical use of your time to stock pile while you are studying, you will are in possession of substances that maybe of questionable nature and use. Should they be found and be identifiable as yours and, your actions; through acquiring &/or learning be noticed... Then well there is a finger of blame pointed at you, with to little room to tip the balance of probability against. For my liking anyway. By observing the thorn, the rose can be admired without being pricked so if you wish to have economy of time then make contingency for shit hitting the fan.

1. Would sassafras oil ever "degrade" or otherwise expire? I ask because I'm tempted to "pull the cart before the horse" so to speak and buy a few 100ml's of the stuff. The problem is that I'm at a minimum, months away from getting all the supplies I need to take part, as well as gaining a solid understanding of the laboratory procedures involved. I also might have to put away this pipe dream for a couple years if my personal life gets in the way. Will my safrole still be good to use that far into the future?

2. Is there a minimum quantity of safrole one should have in order to make a serious synth attempt? I understand there would be a lot of screw ups along the way, so I'd like to be able to try a few trial runs. (Note: I'm purely a hobbyist, so I'm not worried about yields, so long as I get SOMETHING out of my efforts).

A good substrate to practice on is Star of Anise Oil. 
If you build a man a fire, he'll be warm for a day.
If you set a man on fire, he'll be warm for the rest of his life
