DEA listening to my phone calls?

Whenever I make calls to certain people and I mention the name of a drug in the call.. I'll hear a cracking noise, like static and it is almost as if the transmission is being split so someone can listen in.

Is this possible? Could the DEA be listening to my cell phone conversations?

This was right after my phone started to crackle...

 I was going to go walking since it was nice outside, and as I hop my fence to the road behind my house I see a lady walking three dogs...directly behind my house. She seems normal and as I walk towards her something appears on her ear...

It looked like this, from 10 feet away I could see the buttons..

So I walked by she said hello, and then started to follow me. Worried she was going to follow me and listen to my phone calls, I called some random person and started saying random drugs to get her to listen, then proceeded to cuss her out. Assuming she was listening.

Is this possible? Could it be the DEA? Two different encounters in three days, is this likely?

Hard to say because honestly I don't know one way or another if you are even important enough for the DEA to listen to but as a sobering reminder read some of Jons paranoid post in our den of inquery section to get an idea of how the stress of doing illegle drugs along with the actions of the drug itself can make someone believe people are after them that really are not. He later found the person he thought was spying on him was just a pill popping pott head. For all you know that woman had a blue tooth and followed you hopping that you would spark up a J sooner or later. Hey ya never know though so keep your nose clean at all cost.
