I know it's a hose barb on one end but what is it called or used for?

it looks like an adapter from a glass fitting to a gas tube to me -- not to sure what it would be useful for though. I don't know what the bulging design in the center of it is for, it may not be intentional. I don't know if it really has a name such as other glassware does -- it could even be custom?
Do you know where you got it? If it came with other glass pieces, it might help explain the use of it more so?
Probably just to help pull a vacuum on a multi-necked flask?

That would make sense. If so then I believe the indentions are to help condensates form before leaving the vessel.

Llama is right! They are not common though you rarely see ones with the vigreux style indentations on it, you could use for several different applications.
The indentations confirm that is going to be used as a vacuum adapter, and is going to work as a small vigreux column removing some solvent vapor before its pulled into your vacuum. Once the solvent gets in there it gets trapped in the oil, and goes to work destroying your expensive vacuum pump.
