Easily enough completed from the reaction of 3 or 4-chloroaniline with nitrous acid (NO2 in water) to form the 3 or 4-chlorobenzenediazonium then using the Fischer Phenylhydrazine Synthesis (http://themerckindex.cambridgesoft.com/TheMerckIndex/NameReactions/ONR136.htm) using sodium hydrogen sulphite and hydrochloric acid to make the 3 or 4-chlorophenylhydrazine.

Check out my thread on the synthesis of phenylhydrazine --> https://www.synthetikal.com/synthforum/viewtopic.php?p=1920
