Is it possible to salt out H-Br from a H-Br/Ethyl Acetate or H-Br/Acetic Acid solution by adding Sodium BiCarbonate ?

Not if it was an acetic acid solution.  And I don't think if you did it with an ethyl acetate solution that the water formed in the bicarbonate/acid reaction would be enough to dissolve the NaBr.  But if you did that, then you'd have NaBr instead of HBr.
